Guangzhou sets wage increase baseline at 9%.

Main Contents: Article 1 of the Guidelines states that the baseline for wage increase for enterprises in Guangzhou shall be 9%. The ceiling for wage increase shall be 14%. Enterprises may consider a wage increase at the ceiling level only for cases where a shortage  of talent exists in the market, such as highly skilled personnel. The minimum wage increase shall be nil to 3%. In the case of enterprises whose average wage level has reached three times the average annual wage of staff and workers in Guangzhou in the previous year and monopoly enterprises, there shall be no increase in wage in principle.
