PART ONE: GENERAL PROVISIONS
Article 1: These Measures have been formulated pursuant to the PRC Customs Law and other relevant laws and administrative regulations in order to promote the healthy development of the processing trade and regulate the administration of processing trade goods by customs.
第一条 为了促进加工贸易健康发展，规范海关对加工贸易货物管理，根据《中华人民共和国海关法》及其他有关法律、行政法规，制定本办法。
