Article 1: Purpose and Basis
These Provisions have been formulated in accordance with relevant laws and regulations and in the light of the actual circumstances of Shanghai Municipality in order to further open up to the outside world, encourage multinational corporations to establish regional headquarters in Shanghai and promote economic development.
为了进一步扩大对外开放，鼓励跨国公司在本市设立地区总部，促进经济发展，根据有关法律、法规，结合本市的实际情况，制定本规定。
