Order of the State Council [2009] No.11
Article 1: These Measures have been formulated pursuant to the PRC Anti-monopoly Law (Anti-monopoly Law) and the Provisions on the Reporting Threshold for Concentrations of Business Operators (Provisions) in order to regulate the reporting of concentrations of business operators and the acceptance of reports by the anti-monopoly law enforcement authorities.
第一条 为规范经营者集中申报和反垄断执法机构受理申报，根据《中华人民共和国反垄断法》(以下简称《反垄断法》)和《国务院关于经营者集中申报标准的规定》(以下简称《规定》)，制定本办法。
Article 2: The Ministry of Commerce is the law enforcement authority charged with conducting anti-monopoly reviews and is responsible for the specific law enforcement work associated with the acceptance and review of reports of concentrations of business operators.
第二条商务部是经营者集中反垄断审查执法机构，承担受理和审查经营者集中申报的具体执法工作。
