In 2010, the State Council issued the Decision on Abolishing or Adjusting a Fifth Batch of Administrative Examination and Approval Items (Guo Fa [2010] No.21) and the Several Opinions on Further Improving the Work on the Use of Foreign Investment (Guo Fa [2010] No.9), delegating the authority for the review and administration of certain foreign investments to the competent provincial-level commerce departments and abolishing certain foreign investment related examination and approval items. With a view to better performing the relevant work, we hereby notify you as follows:
2010年，国务院发布了《关于第五批取消和调整行政审批项目的决定》（国发[2010]21号）和《关于进一步做好利用外资工作的若干意见》（国发[2010]9号），将部分外商投资审核管理权限下放到省级商务主管部门并取消了部分外商投资审批事项。为进一步做好有关工作，现通知如下：
