The Measures set forth provisions on the handling of patent infringement disputes, mediation of patent disputes, as well as investigation and handling of the passing off of patents.
办法规范了专利侵权纠纷的处理、调解和假冒专利行为的查处。

Part One: General provisions
Article 1: These Measures have been formulated pursuant to the PRC Patent Law, the Implementing Rules for the PRC Patent Law and other relevant laws and regulations in order to regulate administrative law enforcement in connection with patents (Enforcement Work), protect the lawful rights and interests of patentees and the public, and maintain order in the socialist market economy.
第一条 为规范专利行政执法行为，保护专利权人和社会公众的合法权益，维护社会主义市场经济秩序，根据《中华人民共和国专利法》、《中华人民共和国专利法实施细则》以及其他有关法律法规，制定本办法。
