Main contents: The Circular states that the letter of opinion issued by an advertising legal consultancy does not form a legal basis for deciding whether an advertisement is lawful. If the contents of an advertisement are illegal, the advertising entity must bear the legal liability (Item Two). Persons engaged in advertising legal consulting should undergo the required training and obtain an advertisement examiner certificate (Item Four).
