Main contents: The Reply states that the contractor of a construction project shall have the paramount right to compensation prior to mortgage rights and other claims (Item One). However buyers of commodity premises who have paid all or most of the payment shall not be opposed by the contractor having paramount right to compensation for construction project prices over the commodity premises (Item Two).
