The PRC Invitation and Submission of Bids Law (中华人民共和国招标投标法) (the Bidding Law) has sought to ensure that all contracts for major projects are awarded through a standard system of public tender.
At the time the Bidding Law became effective in January 2000, it was not clear to what extent it would impact foreign-invested projects and investors hoped that the implementing regulations would clarify the position.
