Interpreting authority: General Administration of Quality Supervision, Inspection and Quarantine

Applicability: In all cases where there is a conflict between the provisions issued by the old National Bureau of Inspection of Import and Export Commodities or State Administration for Entry-Exit Inspection and Quarantine, these Measures shall prevail (Article 25).
