Main contents: The Circular delegates the authority to examine and approve contracts and articles of association of foreign-invested projects not in the restricted category of a total investment amount of not more than US$30 million to qualified district and county governments. The examination and approval of the establishment of foreign-invested enterprises with a total investment amount of not less than US$10 million and not more than 30 million and any amendments thereof may be applied for with the municipal, district or county level examination and approval department (Item Three).
