The PRC government continues to reform its power sector, with promulgation of five new regulations in the space of a few days at the end of July and the beginning of August. These are: the Construction of Regional Power Markets Guiding Opinion; the Operation of the Power Market Basic Rules (Trial Implementation); the Supervision of the Power Market Procedures (Trial Implementation); the Technical Support System for the Power Market Functional Guidelines; and the Administration of Joint Grid Operation of Power Plants Opinion.

The new regulations aim to create a more efficient allocation of resources in the power sector. To limit local protectionism, reforms shift the focus of power market development from a provincial to a regional level.
