Applicability: "Optimization of inter-regional and inter-provincial power dispatch" means fully utilizing the inter-regional and inter-provincial power transmission lines and existing power resources to achieve regulation of the surpluses and shortages among power grids, bring out the effect of staggering peak usage and satisfy to the largest degree the demand of electricity under the direction of market demand and on the basis of safe and stable operation of the power system and fair opening of power grids (Article 2).
Main contents: The Rules state that power grid operators and relevant power generation enterprises may formulate an annual plan for inter-regional and inter-provincial transactions to optimize power dispatch (Article 20). Short-term transaction plans to optimize power dispatch should be discussed and agreed between the sender and recipient and submitted to the dispatch authority for a safety evaluation (Article 26). Both annual and short-term transactions should be made under the terms of a contract
(Article 15).
