Main contents: The Opinion specifies the qualifications for entry into the power market of the north-east region including obtaining a power business permit, and for power generation enterprises, signing of a grid connection and dispatch agreement and having a fossil-fuel electric generating set of 100 MW or more (heat supplying plants and enterprises' own power plants are not included for the time being) (Part Two). Procedures for entry into and withdrawal from the power market are detailed in Parts Two and Three. A market entity is not allowed to withdraw from the market if its withdrawal will affect the safe and stable operation of power grids or the market entity still has responsibilities and obligations not yet performed.
