Main contents: The Opinion states that the targets of regulation are the power market entities of the north-east region (including the North-east Power Grid Company Limited, Liaoning Power Grid Company, Jilin Power Grid Company, Heilongjiang Power Grid Company, other power grid companies connected with north-east power grids, power generation companies and approved users) and the market operator, the North-east Region Power Dispatching and Trading Centre (Article 5). Details of regulation include power market entry and withdrawal, information disclosure on the power market, performance of power purchase agreements and grid connection and dispatch agreements, implementation of the dispatch orders of the market operator, non-discriminatory opening of power grids and inter-regional trading. Power market entities and the market operator violating regulations may be subject to a fine of at least Rmb100,000, suspension of the power market entity's qualification to trade or compulsory withdrawal of the power market entity from the market.
