Main contents: Article 33 of the Regulations has been amended to include public interest as a criteria for suspending or terminating the anti-dumping investigation and not to adopt provisional anti-dumping measures or impose a provisional anti-dumping duty. Compliance with the public interest also becomes essential for imposition of an anti-dumping duty (Article 37). Article 34 has been amended so that after suspension or termination of the anti-dumping investigation, at the request of the exporter, the Ministry of Commerce shall resume the investigation of the dumping and the injury. Now findings on both the dumping and the injury have to be positive for the price undertaking to continue to be effective (Article 34). Necessary measures such as import registration of relevant goods may be taken for retroactive imposition of anti-dumping duties (Article 44).
