Main contents: According to the Ministry of Land and Resources, Issues Relevant to State-owned Allocated Leasehold Mortgage Registration Circular (MLR Circular), where state-owned allocated leasehold is the subject matter on which the mortgage is established and the land administration department has carried out the mortgage registration procedure in accordance with the law, such mortgage shall be deemed as being approved by a land administration department with the examination and approval authority and it is not necessary to separately handle the approval procedure for leasehold mortgage. From the date of issue of this Circular, for cases where judgment has not been made by the people's court and involving the aforementioned mortgage, the mortgage shall not be deemed as invalid on the basis that it has not been approved. Cases where judgment has been made shall not be re-tried on the basis of the MLR Circular.
