第一条为促进外商投资租赁业的健康发展，规范外商投资租赁业的经营行为，防范经营风险，根据《中华人民共和国合同法》、《中华人民共和国公司法》、《中华人民共和国外资企业法》、《中华人民共和国中外合资经营企业法》、《中华人民共和国中外合作经营企业法》等有关法律、法规，制定本办法。
