Applicability: For the purposes of this Announcement, the term "central and western regions" means regions other than eastern regions. The term "eastern regions" refers to Beijing Municipality, Tianjin Municipality, Shanghai Municipality, Liaoning Province, Hebei Province, Shandong Province, Jiangsu Province, Zhejiang Province, Fujian Province and Guangdong Province (Article 6).
This Announcement does not apply to areas under special customs regulation such as export processing zones and bonded zones, nor does it apply to processing trade under which commodities in the restricted import category are transferred into areas outside such special customs regulatory zones from other areas of China for further processing or commodities in the restricted export category are transferred out of areas outside such special customs regulatory zones to other areas of China for further processing (Article 8).
