Applicability: This Catalogue shall also apply to customs special supervision zones such as bonded zones and export processing zones, but not enterprises established before the issue of this Catalogue that are engaged in the processing trade of the relevant commodities (Article 3).
Commodities that are already announced by the state to be prohibited from import and export shall also be prohibited from the processing trade (Article 4).
Main Contents: The Catalogue adds 39 commodity items with 10-digit Harmonised System (HS) codes that are highly polluting and with high environmental risks, including mainly, steel and coal. At the moment, there is a total of 1,816 commodity items with 10-digit HS codes in the catalogue of prohibited commodities in the processing trade.
Repealed Legislation: Ministry of Commerce, General Administration of Customs and State Environmental Protection Administration Announcement [2007] No.17 and the Catalogue appended to the Ministry of Commerce and General Administration of Customs Announcement [2007] No.110 shall cease to be implemented from Apr 5 2008. During the transition period, the relevant provisions shall be implemented in accordance with the original announcement.
