    Provinces should bear responsibilities for their own emissions

    A provincial-level carbon tax has been proposed in an attempt to curb emissions which contribute to climate change.

    A report compiled by the China Environmental Culture Promotion Association and the China Institute of Development Strategy Studies proposes that carbon can be used as a barometer – a tool for monitoring economic activities.
