Article 1: These Guidelines have been formulated pursuant to the PRC Banking Regulation Law, the PRC Commercial Banking Law, the Tentative Measures for the Administration of Loans for Fixed Assets and other relevant laws and regulations in order to promote the healthy development of the project financing business of banking financial institutions and effectively manage project financing risks.

第一条为促进银行业金融机构项目融资业务健康发展，有效管理项目融资风险，依据《中华人民共和国银行业监督管理法》、《中华人民共和国商业银行法》、《固定资产贷款管理暂行办法》以及其他有关法律法规，制定本指引。
