    Vinson & Elkins has hired Jay Kolb as a partner in its Shanghai office. Kolb, who previously served for 25 years at Baker Botts, has extensive experience in international M&A, project development and finance, with particular expertise in the energy industry.

    At Baker Botts, Kolb helped open the firm's offices in Moscow, London, and Baku (Azerbaijan).His work has included the development of liquefied natural gas and crude oil and natural gas pipeline projects around the world, and he was also lead corporate legal adviser to the consortium of energy companies that constructed and operates the US$4 billion Balu-Tbilisi-Ceyhan crude oil pipeline system.
