Main contents: The Beijing Municipality shall implement quantity control and a quota system on small passenger vehicles (Article 2). Government authorities, enterprises, public institutions, associations and other organisations, and individuals that need a quota for small passenger vehicles shall obtain it through lottery without consideration (Article 3).
Annual quotas for small passenger vehicles shall be allocated as follows: 88% for individuals, 2% for vehicles for business purpose,
