Luxembourg is a most popular location for Chinese investors despite being a tiny country in the heart of Europe. For instance, Luxembourg ranks number four globally for Chinese outbound investments. Chinese groups represented in Luxembourg comprise for example ICBC, which has its European headquarters in the country, Bank of China, Huawei, SAIC and a considerable number of state-owned enterprises (SOEs) and sovereign wealth funds. From a global perspective, more than 40% of all inbound and outbound EU investments go through Luxembourg.
