Ministry of Commerce, Implementing Opinions on Encouraging and Guiding the Entry of Private Capital into the Commercial and Logistics Sectors

Main contents: Private capital shall be guided to participate in the storage and transportation of crude oil and oil products, and the establishment of a retail network in an orderly manner. The entry of qualified private enterprises into the oil products distribution market shall be supported. The further building up of strength through mergers, acquisitions, and association by large-sized private oil enterprises that possess considerable strength for the purpose of establishing independent oil companies or technical service oil companies that are bonded together by assets, and developing into large corporations and large groups that have a prominent main line of business and strong market competitiveness shall be encouraged and supported (Article 3).
