Hong Kong and Macao investors are allowed to set up wholly-owned medical institutions in the mainland.

Main contents: Hong Kong and Macao service providers are permitted to establish medical institutions in the mainland in the form of wholly-owned enterprises, or in the form of equity or cooperative joint ventures with mainland medical institutions, companies, enterprises and other economic organisations (Article 1). Where a Hong Kong or Macao service provider establishes an equity or cooperative joint medical institution or wholly-owned medical institutions (other than wholly-owned hospitals and convalescent homes) in the mainland, the standards and requirements of the facilities therein shall follow those for the establishment of medical institutions by mainland entities or individuals (Article 2).
