Main contents: According to the Opinions, provided that risks can be controlled, it should be ensured that the pace of the increase in loans to small and micro enterprises may not be lower than the average of other types of loans and the increased amount of such loans may not be lower than that in the same period of the previous year (Article 1). The Opinions also promote the trial of establishing banks with private capital that bear their own risks (Article 4).
