Ministry of Transport, Measures for the Administration of Construction Management for Road Construction Projects

Applicability: For the purposes of these Measures, the term “construction management” refers to a construction management model whereby a professional project management entity accepts the appointment by the project legal person of a road construction project to undertake the project construction management and related work (Article 2).

Main contents: The project legal person of an expressway, Class I highway, or standalone bridge or tunnel construction project that requires the appointment of construction management services shall select a construction manager that satisfies the following requirements:

(1) having legal personality, and an organization and quality, safety, environmental protection and other such management systems that satisfy the construction requirements of a road construction project;
