Delinquent enterprises will be blacklisted and penalized.

第一条为加强对严重违法失信企业的管理，促进企业守法经营和诚信自律，扩大社会监督，依据《企业信息公示暂行条例》等法律法规,制定本办法。

第二条本办法所称严重违法失信企业，是指违反工商行政管理法律、行政法规且情节严重的企业。

第三条本办法所称严重违法失信企业名单管理，是指对列入严重违法失信企业名单的企业实施信用约束、部门联合惩戒，并通过企业信用信息公示系统向社会公示。
