Article 1: These Provisions have been formulated pursuant to the Standing Committee of the National People's Congress, Decision on Strengthening the Protection of Online Information
第一条 为加强对移动互联网应用程序（APP）信息服务的管理，保护公民、法人和其他组织的合法权益，维护国家安全和公共利益，根据《全国人民代表大会常务委员会关于加强网络信息保护的决定》和《国务院关于授权国家互联网信息办公室负责互联网信息内容管理工作的通知》，制定本规定。
