国家外汇管理局各省、自治区、直辖市分局、外汇管理部，深圳、大连、青岛、厦门、宁波市分局；各中资外汇指定银行：

为进一步深化外汇管理体制改革，更好地满足和便利境内企业经营与资金运作需要，国家外汇管理局决定在总结前期部分地区试点经验的基础上，在全国范围内推广企业外债资金结汇管理方式改革，同时统一规范资本项目外汇收入意愿结汇及支付管理。现就有关问题通知如下：
