Main contents: The examination and approval by competent commerce authorities of processing trade contracts and of the sale into China proper of bonded imported materials and components for and of finished products of processing trade is abolished (Article 1). If there is a need to sell into China proper bonded imported materials or components for or finished products of processing trade anywhere other than from a zone under special customs surveillance, customs shall levy taxes and duties in accordance with the law and charge interest for late payment of such taxes and duties (Article 3).
