Main contents: Provided that risks are controllable and subject to lawfulness and compliance, provinces, autonomous regions, municipalities directly under the central government and cities with independent development plans that are already engaged in work associated with the parallel import of motor vehicles are permitted to establish standard compliant modification depots in special customs surveillance zones (Article 1).
